GreenMax has been retained by the Global Clearinghouse for Development Finance (GlobalDF) to support the advancement of the use of structured finance and credit enhancements to mobilize greater finance for increasing the supply and demand for electric motorcycles (e-motos) in Rwanda under the government’s E-Moto Project implemented by the Rwanda National Development Bank (BRD) and the Rwanda Green Fund (RGF). A €16.8m grant is being provided by the Mitigation Action Facility (MAF) with the aim of mobilizing additional public and private finance of €120m or more.
Two financial mechanisms are being developed and aim to increase the funding available to manufacturers to increase the supply of e-motos and the finance available to individuals for the lease/purchase of e-motos:
- The E-Moto Credit Enhancement Facility (E-CEF), a first-loss facility for financiers extending debt to e-moto companies and asset financiers, being implemented by the Rwanda National Development Bank (BRD); and
- The E Moto Rebate Scheme, a subsidy for low-income individuals seeking to acquire e-motos being implemented by the Rwanda Green Fund (RGF).
In September 2025, the GreenMax team developed and led a structured finance training exercise designed to build the capacity of the members of the E-CEF Finance Advisory Team in Rwanda, including staff at BRD and RGF. The objective of the training was for BRD/RGF staff to better understand structured finance techniques, the use of credit enhancement approaches, and other implementation strategies building on best practices that can be adapted for use in the Rwanda E-Moto Project to reach its objectives.
