GreenMax was retained by the government of the Central African Republic to design the PARSE Off-Grid Energy Fund, including its operations manual, governance framework and training for the rural electrification agency ACER.
With funding from the World Bank, the Project Management Unit within the Ministry of Energy in CAR (Unité de Gestion des Projets, UGP) and the National Rural Electrification Agency (ACER) are implementing the Electricity Sector Access and Strengthening Project (PARSE), which aims to increase the supply of and access to clean energy services in Central African Republic.
In 2025, GreenMax was retained by the government of CAR to design the PARSE Off-Grid Energy Fund. The assignment was carried out over a six-month period, during which the GreenMax team finalized the Fund's structure; prepared the operations manual and governance framework; and provided technical assistance and training to strengthen the institutional capacity of UGP and ACER to manage the Fund's implementation.
The GreenMax team developed an Operations Manual and corresponding Guide for RBF Applications and provided training to ACER, which covered the Fund's structure, institutional roles, legal and regulatory framework, project eligibility criteria, due diligence and selection processes, contracting, and grant monitoring, verification and disbursement processes.
